Instead of the final paragraph, he would suggest:-
"The above three points in the understanding to be obtained
"from the Chinese Government are still in embryo form, and
"it may prove undesirable to ask for anything so specific,
"but as regards Hong Kong University every effort will be
"made to obtain allocation as above. I shall be glad to
"have any observations you wish to make as soon as possible
"in order that they may be considered before final
"instructions are issued to Lampson."
4. Copies of this letter are being sent to the
Board of Trade and Treasury.
